The resurrection of the Temen-ni-Gru began with Arkham, a man who was obsessed with the devils. He was so captivated by them that he was willing to kill his own wife in order to have his body play host to a devil, Jester. Arkham first approached Vergil in a library. Initially he wasn't welcomed, but after a few inticing remarks, he persuaded Vergil to tell him the story of his past. During that time it is presumed that Arkham proposed the idea of reviving the Temen-ni-Gru, and by doing so Vergil could attain the power of his father, Sparda. Whether or not they were vocal about it; they both had the same goal: the pursuit for more power.

With Arkham using Vergil as a tool, and Vergil using Arkham as a guide, they thought they would be clever enough to outwit each other at the last minute. Their plan started out with Arkham giving Vergil simple instructions, presumably in regards to resurrecting the Temen-ni-Gru, followed by an invitation delivery to Dante. As events progressed, Dante had met up with Vergil three times in the tower.
The first was for Vergil to get Dante's half of the amulet which also resulted in Dante's devil awakening.
The second encounter was the result of Jester's plan to gather Dante, Vergil, and Lady into a specific room in order to have their sacrifice of blood open the door to the demon world. When the group realized Jester's alternate identity, Arkham, they proceeded to fight him but due to their over exertion because of the brother's previous fight and the fact that Lady is a human, they were easily defeated. As the fight ended while the blood sacrifice platform was rising , Vergil was seen falling down a crevice unconscious. In this scene, Vergil is visibly defeated. He had the cognition of being in total control during the events of raising the Temen-ni-Gru, but all was taken away from him due to his weakness of underestimating humans, as mentioned by Arhkam. However, after all the unfortunate events, Vergil is seen climbing up the Temen-ni-Gru. As Lady caught a glimpse of him in the library, it motivates her to do the same.
Their third and final encounter in the Temen-ni-Gru was their combined efforts to take down. Arkham who had already succumbed to Sparda's power, resulting in a pile of ooze as he could not physically handle the demonic powers as he himself is not a demon. Considering what had happened to Arkham, perhaps it is a good thing that Vergil was not the first to reach his father's power, as he himself is not a full demon.
Eventually Arkham falls leaving behind the brother's belongings, the two amulets and the Force Edge, their father's sword, in which they proceed to fight. The unique thing in this scene would be Vergil's control over it. Vergil explicitly states that he wanted power. As he was fighting his brother with the Force Edge, Dante managed to hit him hard enough for him to drop both the sword and his half of the amulet. Considering Vergil's desire for power, he ironically retrieves the amulet instead of the sword that symbolizes his father's power. Vergil also proceeds to protect his half of the amulet, stating that it was his and no other. Almost as if someone was to take it away from him. He continues this bout of collected insanity by falling off a cliff into the demon world stating that his desire was to remain in what was their father's "home".
